11 year old Raju, an innocent kid who lives with his family in slums was highly attracted to an Almond tree which was situated inside in the Army Cantonment. THE INSIDE STORY:

CHENNAI: Jul 4, 2011. A 13-year old boy in north Chennai died after he was shot when he scaled a wall to enter the army's residential quarters, triggering public protests and condemnation by the Tamil Nadu chief minister.



As irate crowds agitated outside the government general hospital where the boy died, chief minister J Jayalalithaa issued a statement that the Indian army should hand over to the state police the jawan who shot the boy.



"This is unacceptable. The security personnel could have easily known that this boy is not a terrorist or a militant," she said.



Dilson, who lived in a nearby slum, had jumped over to enter the Old Fort Glacis Officers' Enclave at 1.30 pm along with a few friends. Minutes later, after he climbed a tree, his friends heard gunshots and fled. When they returned with Dilson's relatives, they found him lying unconscious on the grounds, bleeding from the head. They rushed him to the government general hospital where he succumbed to his injuries at 5.20 pm.



According to doctors, Dilson was critical when he was brought to the hospital, less than two kms from the scene of the incident, and required life support. Doctors said he had an entry-and-exit bullet wound on his skull. "We could not save him," said a doctor who treated him.



The person who shot the boy remained unidentified till reports last came in. A senior army official in Chennai, Brigadier (admin) Sashi Nair, told the media that the area had been cordoned off for investigations following the incident. The enclave has no armed personnel, and sentries, who are outsourced, are only equipped with lathis, he said. "It's very sad this happened. But it's not right to say an army jawan fired. It could have been the military, police or civilians," he said.



The youngest of four siblings, Dilson was a class five dropout who worked for daily wages to help his ailing father, Kumar, a carpenter. The family lived in Indira Gandhi Nagar, a slum close to the Island Grounds. Crowds comprising Dilson's relatives and neighbours thronged the hospital and army quarters in the evening in protest, blocking traffic and demanding justice. The crowds also surrounded vehicles of ministers who visited the hospital to verify the details.



The police have registered a case of murder (section 302 of IPC). The post-mortem was conducted after dusk. Finance minister O Panneerselvam handed over a cheque for Rs 5 lakh to Dilson's grieving family minutes after the post-mortem. The body of the boy was handed over to the parents after 9.30 pm.

Dilshan, who was admitted in the ICU due to the bullet injuries died at the hospital. Sympathising with the family of the deceased, Tamil Nadu Chief Minister J Jayalalitha announced a compensation of Rs five lakh from the chief minister’s relief fund.

Ex-Army man behind the killing of Dilshan. The CB-CID today claimed to crack Chennai teen Dilshan’s murder case. R Shekhar, ADG, CB-CID said that a former army official has confessed to killing the 13 year old boy. Retired Lt Col Kandasamy Ramraj shot at Dilson with a rifle. Ramraj used a US rifle calibre 30 MI springfield armoury to shoot at Dilshan which led to the boy’s death. He then threw the weapon into the Coouam river in Chennai, police said

A Court in Chennai on Friday (April 20) sentenced life imprisonment to a former army officer, who was arrested for allegedly killing a 13 year-old-boy accidentally in 2011. The police arrested Retired Lieutenant Colonel, Kandasamy Ramraj last year in July for allegedly shooting down 13-year-old Dilshan with his personal revolver while the boy was trespassing into the defence area.

चेन्नै।। आइलैंड मैदान स्थित सैन्य परिसर में घुसने वाले एक 13 साल के लड़के को सेना के जवान ने गोली मार दी। अस्पताल में उसकी मौत हो गई। सेना ने हालांकि इस हत्या में उसके किसी जवान का हाथ होने से इनकार किया है।



इस घटना को लेकर स्थानीय निवासियों में आक्रोश है। उधर मुख्यमंत्री जे जयललिता ने इस मामले में सेना के जवान का हाथ होने का आरोप लगाते हुए लड़के के परिजनों को पांच लाख रुपये मुआवजे के तौर पर देने की घोषणा की है।



पुलिस ने बताया कि दिलशान नाम के इस लड़के ने एक सरकारी अस्पताल में दम तोड़ दिया। सेना के एक प्रवक्ता द्वारा इस परिसर में किसी भी सेना के जवान की मौजूदगी से इनकार करते हुए इस लड़के की मौत मामला काफी उलझ गया है। सेना के सूत्रों के अनुसार इस सिलसिले में मामला दर्ज कर लिया गया है और स्थानीय पुलिस के साथ सैन्य पुलिस भी मामले की जांच कर रही है।



लड़के के परिजनों का आरोप है कि वह इस इलाके में कुछ फल तोड़ने के इरादे से गया था और उसके सिर में गोली मारी गई। इस घटना से गुस्साए स्थानीय लोगों ने विरोध-प्रदर्शन कर जिम्मेदार लोगों के खिलाफ कार्रवाई की मांग की है।

बच्चे की मौत की होगी सीबी-सीआईडी जाँच



तमिलनाडु सरकार ने 13 साल के एक बच्चे की गोलीबारी में मौत की जाँच सीबी-सीआईडी से करवाने का आदेश दिया है.



पीटीआई ने एक उच्च पुलिस अधिकारी के हवाले से लिखा है कि मामला सीबी-सीआईडी के हवाले कर दिया गया है.



रविवार को 13 साल के बच्चे डिलसन की गोलियाँ लगने से मौत हो गई थी.



आरोप लगाया जा रहा है कि डिलसन को उस समय कथित रूप से गोली मार दी गई जब वो सेना के रिहाइशी इलाक़े में पेड़ से बादाम लेने चला गया जहाँ प्रवेश मना है.



रविवार से ही इस घटना को लेकर विवाद चल रहा है. सेना ने रविवार को कहा था कि कॉलोनी के अंदर कोई हथियारबंद गार्ड नहीं था.



हालांकि सेना प्रवक्ता ने कहा है," हमने इलाक़े की छानबीन के लिए अफ़सरों का बोर्ड बनाया है. जाँच जारी है. हम जाँच में पूरा सहयोग करेंगे."



इस बीच सोमवार को बच्चे के रिश्तेदारों ने विरोध प्रदर्शन किया है. वहीं मुख्यमंत्री जयललिता ने पीड़ित के परिवारवालों को पाँच लाख का मुआवज़ा देने की घोषणा की है.
